As per the 2001 census, 81 educationally backward blocks (EBB)) were identified in Assam, where the female literacy rate was found to be below the national average literacy rate. With a view to educationally upgrading these blocks, the Ministry of Human Resource Development (MHRD) of the Government of India has proposed to establish model schools in these EBBs through Rastriya Madhyamik Siksha Abhijan (RMSA),, which is already working on providing accessive, affordable, and quality secondary education throughout the country.
Thereby, Adarsha Vidyalaya Laokhowa came into existence under this prestigious and far-reaching scheme.
Presently, the school is under the administrative control of the prestigious Adarsha Vidyalaya Sangathan, Govt. of Assam.
The following are the aims and objectives of establishing model schools:
- To have at least one good-quality senior secondary school in every block.
- To have a pace-setting role.
- To try out innovative curriculum and pedagogy.
- To be a model in respect of infrastructure, curriculum, and evaluation
